This role is in the IAM (Identity and Access Management) Protect organization. The IAM Protect organization at it's core is desined to safeguard Microsoft's identity and access infrastructure across all tenants and production environments. Our mission is to ensure secure, resilient identity systems. The Senior Technical Program Manager (TPM) in IAM Protect leads complex, cross-functional security initiatives focused on identity and access management (IAM) across Microsoft’s cloud and enterprise environments. This role is responsible for driving strategic programs that reduce risk, improve compliance, and enable secure operations at scale. This role will work on evolving security initiatives based on active threat assessments within the Tenant Isolation Secure Futures Initiative workspace.
A Day In This Role:
As a Security Technical Program Manager, you will play a pivotal role in improving security within Microsoft. You will work closely with engineering, program management, and business stakeholders to clarify roles, responsibilities, and escalation paths. You will own and deliver large-scale IAM security programs defining vision, objectives, and success metrics that align with our security goals. You’ll apply a bias for action and iterative progress that results in plans that identify and prioritize risks and gap through key results and key performance indicators. Responsibilities
Program Leadership:
- Own and deliver large-scale IAM security programs (e.g., tenant governance, ephemeral tenant management, Active Directory risk reduction, application lifecycle hygiene).
- Define program vision, objectives, and success metrics aligned to organizational security goals.
- Coordinate cross-team execution, including engineering, operations, product groups, and security partners. Strategy & Planning: Develop and communicate strategic roadmaps for IAM Protect initiatives.
- Identify and prioritize risks, gaps, and opportunities for improvement.
- Build business cases and influence leadership on investment and resource allocation. Execution & Delivery:
- Drive end-to-end program execution, from requirements gathering through launch and sustainment.
- Oversee operational readiness, incident response, and remediation plans for IAM-related risks.
- Track progress, report status, and ensure accountability for deliverables. Stakeholder Engagement:
- Serve as the primary point of contact for program stakeholders, including executive sponsors, service owners, and compliance teams.
- Facilitate feedback loops, status reviews, and executive communications.
- Foster collaboration across diverse technical and business teams. Continuous Improvement:
- Analyze program outcomes and lessons learned to refine processes and controls.
- Champion automation, telemetry, and data-driven decision making.
- Mentor junior program managers and contribute to organizational knowledge sharing.

Qualifications
Minimum Reguirements:
- Bachelor's Degree (OR equivalent experience) AND 4+ years experience in engineering, product/technical program management, data analysis, or product development .
- 2+ years of experience managing cross-functional and/or cross-team projects.
- Experience with cloud IAM platforms (Azure AD, Entra ID, etc.) and enterprise risk management
- Familiarity with SIEM, SOAR, and security automation tools
- Proven ability to lead complex technical programs with multiple dependencies and stakeholders.
- Experience in large-scale enterprise or cloud environments

Security Clearance Requirements:

- The successful candidate must have an active U.S. Government Top Secret Security Clearance. Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. - Clearance Verification: This position requires successful verification of the stated security clearance to meet federal government customer requirements. You will be asked to provide clearance verification information prior to an offer of employment.
- Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter.
- Citizenship & Citizenship Verification: This position requires verification of U.S. citizenship due to citizenship-based legal restrictions. Specifically, this position supports United States federal, state, and/or local United States government agency customer and is subject to certain citizenship-based restrictions where required or permitted by applicable law. To meet this legal requirement, citizenship will be verified via a valid passport, or other approved documents, or verified US government Clearance
Additional/Preferred Qualifications:
- Scripting or automation experience (KQL, PowerShell, Python, etc.)
- Experience in security operations, incident response, or IAM engineering
- Experience in tenant management

Technical Program Management IC4 - The typical base pay range for this role across the U.S. is USD $119,800 - $234,700 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $158,400 - $258,000 per year.
